Is this a certification?

No. It is a document and an exercise. Any certification belongs to an accredited body.

Do we need the Vault or Drill first?

No, but the plan is stronger when it rests on real drills. Otherwise it describes an intention.

Does management have to take part?

Yes, in the table-top exercise. Priorities are business decisions, not technical ones.
